London city council has begun to debate what projects should be pushed to the top of its wish list for federal and provincial stimulus funds and the sparks are already flying between the mayor and deputy mayor. Deputy Mayor Tom Gosnell accused Mayor Anne Marie DeCicco-Best of thinking small by backing a laundry list of small projects that includes replacing washrooms at Greenway and Springbank parks. The stimulus money should be used to build a new economy, not new toilets, Gosnell said. “We’re defeating the whole purpose of the stimulus,” Gosnell said, as council, meeting as a committee of the whole, debated a priority list assembled by city hall brass. But Gosnell appeared to have few allies — the mayor, the city’s finance chief and several councillors argued that federal representatives have made clear that stimulus money must be spent by March 11, 2011, a tight timeline that excludes mega-projects. “Use it or lose it,” Coun. Harold Usher said. City hall brass have spoken in support of making London more of a gateway for international cargo, an effort whose linchpin would be to add new facilities at the airport. But both senior staff and most politicians have balked at paying a big share of the full $21 million costs because most of the work would be on airport property. That reluctance may push the feds and the province to fork out more, council was told by staff. The list of projects recommended by staff totals $91.3 million, of which the city would have to pay $28 million. That list includes a new $12 million headquarters for the Upper Thames River Conservation authority but not a rail overpass at Hale and Trafalgar streets.
